Chaque expansion de la gouvernance a émergé de la reconnaissance d'une crise. The League of Nations followed the First World War. The United Nations followed the Second. Each institution addressed the limitations of its predecessor.

The challenges of the 21st century—transnational finance, digital infrastructure, climate systems, pandemic risk—cannot be managed by nation-states alone. Yet no legitimate democratic body exists with the authority to coordinate collective action at the required scale.

Tax havens, regulatory arbitrage, investor-state dispute mechanisms, and platform monopolies all operate in governance-free zones. Democratic institutions, designed for the nation-state era, lack the jurisdiction and tools to assert public interest over these transnational systems.

L'argument de l'évolution

Le fédéralisme a résolu cela. When local governance proved insufficient, states formed federations—pooling sovereignty to address collective problems while maintaining local autonomy where appropriate.

Nous avons besoin d'une gouvernance mondiale. We do not need world government. We need global governance: limited, accountable, and focused on the problems that nations cannot solve alone.
